Regular Meeting Monday March 12, 2018
Meeting was called to order at 7:00 p.m., by Mayor Bill Voss.
Roll Call: Bergmeier, Pegump, Voss. Huber and Kane were absent.
Bergmeier moved approval of the agenda as posted seconded by Pegump. Roll Call: Unanimous.
Voss moved approval of the February 12, 2018 minutes as posted and published, seconded by Bergmeier. Roll: Call: Unanimous.
Bergmeier moved approval of the February 28, 2018 Treasurer’s Report, seconded by Pegump.
Roll Call: Unanimous.
Pegump moved approval of the March Expenditures, seconded by Bergmeier. Roll Call: Unanimous.
Snyder & Associates, Inc. was present to be interviewed by the Council for consideration for City Engineering Services.
A Public Hearing was held at 7:19 p.m. regarding the Proposed FY 18/19 Budget Estimates. No written or oral objections received.
Voss moved to close the Budget Hearing at 7:20 p.m., seconded by Pegump. Roll Call: Unanimous.
Bergmeier introduced Resolution No. 3-18-1 approving the FY 18/19 Budget Estimates as posted and published, seconded by Pegump. Roll Call: Unanimous.
Pegump introduced Resolution No. 3-18-2 approving Tru Green Professional Spraying and Fertilization 1-year Service Agreement, seconded by Bergmeier. Roll Call: Unanimous.
Pegump introduced Resolution No. 3-18-3 approving Cintas 3 Year Uniform/Matting/Mops Cleaning Service Agreement, seconded by Voss. Roll Call: Unanimous.
Bergmeier introduced Resolution No. 3-18-4 approving issuance of New Visa Business Charge Cards and Usage Policy, seconded by Pegump. Roll Call: Unanimous.
Voss introduced Ordinance No. 206 amending the Walford Code of Ordinance 2017 by adding new Chapter 48 Titled: Noise and Hour limits on its First Reading, seconded by Bergmeier.
Roll Call: Unanimous. Second Reading of Ordinance No. 206 shall be on April 9th, 2018.
Ordinance 206 enacts a new section that prohibits noise disturbances caused by amplified sound. This ordinance adopts a general disturbance standard and sets limits that are per se disturbances when measured at the property line of the complaint.
Pegump introduced Ordinance No. 208 amending the Walford Code of Ordinances 2017 by amending Chapter 165.14 (2) Titled: Rear Yard Exceptions on its First Reading, seconded by Bergmeier. Roll Call: Unanimous. Second Reading of Ordinance No. 208 shall be on April 9th, 2018.
Ordinance 208 sets outbuilding height limits of 17’ and allows for one permanent and one portable outbuilding.
Discussion was held regarding engineer interviews. Council moved forward with appointment.
Voss moved to appoint by contract Snyder & Associates, Inc., as City Engineers, seconded by Pegump. Roll Call: Unanimous.
Park and Recreation minutes from February 6, 2018 and March 6, 2018 were received and placed on file.
Other areas of discussion included but not limited to the following: Planning and Zoning Commission members, and security system.
Bergmeier moved to adjourn the meeting at 7:48 p.m., seconded by Voss. Roll Call: Unanimous.
