Walford City Council Proceedings

Regular Meeting                                                                                                                                     May 8th, 2017

Meeting was called to order at 7:00 p.m., by Mayor Randy Bauer.

Roll Call: Bergmeier, Hoskins, Huber, Kane, Plogman.

Kane moved approval of the agenda as posted, seconded by Hoskins.  Roll Call: Unanimous.

Kane moved approval of the April 11, 2017 minutes as posted and published, seconded by Plogman.

Roll Call: Unanimous.

Bergmeier moved approval of the April 30, 2017 Treasurer’s Report, seconded by Huber.

Roll Call: Unanimous.

Huber moved approval of the May Expenditures, seconded by Kane. Roll Call: Unanimous.

Students from Prairie Creek School were present to seek approval for a Lending Library as a Community Service Project. Park and Recreation Board to assist with details and location.

Resident Joan Ford was present to inquire about abatement notices, ATV’s on streets, and code enforcement. Mayor and Council addressed questions.

A public Hearing was held at 7:21 p.m., regarding the FY 16/17 Budget Amendment. There were no written or oral objections to said proposed FY 16/17 Budget Amendment.

Huber moved to close the FY 16/17 Budget Amendment hearing at 7:22 p.m., seconded by Plogman.  Roll Call: Unanimous.

A Public Hearing was held at 7:23 p.m., regarding the proposed Walford Code of Ordinances.

Residents were present to inquire about code changes. Mayor addressed changes.

There were no written or oral objections to proposed Walford Code of Ordinances.

Bergmeier moved to close proposed Walford Code of Ordinances hearing at 7:27 p.m., seconded by Kane. Roll Call: Unanimous.

Residents were present to support the passage of Ordinance No. 204. Titled: Rear Yard Exceptions.

Plogman introduced Ordinance No. 204 amending the Walford Code of Ordinances Chapter 165.14 (2) Titled: Rear Yard Exceptions on its second reading, seconded by Bergmeier. Roll Call: Aye: Bergmeier, Hoskins, Plogman. No: Huber and Kane. Motion Carried.

Kane introduced Ordinance No. 205 adoption of the Walford Code of Ordinances on its First Reading, seconded by Hoskins. Roll Call: Unanimous.

Bergmeier moved approval of the waivement of the second and third readings of Ordinance No. 205, The Walford Code of Ordinances, seconded by Kane. Roll Call: Unanimous.

Huber moved approval of the final adoption of Ordinance No. 205, The Walford Code of Ordinances, seconded by Kane. Roll Call: Unanimous.

Hoskins introduced Resolution No. 5-17-1 approving the FY 16/17 Budget Amendment as posted and published, seconded by Bergmeier. Roll Call: Unanimous.

Kane introduced Resolution No. 5-17-2 approving the rescheduling of the June regular meeting from Monday June 12th to Tuesday June 20th, 2017, seconded by Hoskins. Roll Call: Unanimous.

Plogman introduced Resolution No. 5-17-3 approving the renewal of the Johnson County Refuse Contract for three years, seconded by Bergmeier. Roll Call: Unanimous.

Huber introduced Resolution No. 5-17-4 approving Pay Estimate No. 4 (Final) of the 2016 HMA Street Improvements Project with L.L. Pelling Co. in the amount of $9,768.26, seconded by Hoskins.

Roll Call: Unanimous.

Kane introduced Resolution No. 5-17-5 approving the Final Completion and Acceptance of work of the 2016 HMA Street Improvement Project with L.L. Pelling Co., seconded by Plogman. Roll Call: Unanimous.

Kane moved approval of the new Class C Liquor License (LC) (Commercial) Outdoor/Sunday Sales for Bully’s Angle Inn, seconded by Bergmeier. Roll Call: Unanimous.

Huber moved approval of the FY 17/18 Fairfax Library Contract in the amount of $5,360.00, seconded

by Hoskins. Roll Call: Unanimous.

Council reviewed updated delinquent sewer/garbage accounts lien list.

Kane moved to adjourn the meeting at 7:43 p.m., seconded by Plogman. Roll Call: Unanimous.

April Building Permits Approved: Vaassen (Driveway/Patio) & Blanck Properties (Sign).
