Regular meeting                                                                                                     Monday March 14th, 2022


Meeting was called to order at 7:00 p.m. by Mayor Bill Voss.

Roll Call: Ellis, Greiner, Grimm (Joined by Zoom at 7:04), Voss (Joined by Zoom). Carter was absent.

Ellis moved approval of the agenda as posted, seconded by Greiner. Roll Call: Unanimous.

Ellis moved approval of the February 14th, 2022 Minutes with Wastewater Operator name correction   Chad McCleary, seconded by Greiner. Roll Call: Unanimous.

Greiner moved approval of the February 28th, 2022 Treasurers Report, seconded by Voss.                    Roll Call: Unanimous.

Ellis moved approval of the March Expenditures, seconded by Grimm. Roll Call: Unanimous.

Linn County Sheriff Report was given by Deputy Tindal. There were 19 calls for service from February 14th through March 14th, 2022. Report place on file.

Colman Silbernagel was a guest to introduce his candidacy for Iowa State Senate.

A Public Hearing was held at 7:09 p.m. regarding the FY 22/23 Proposed Budget.

There were no written or oral objections to the proposed budget.

Greiner moved to close the FY 22/23 Proposed Budget Hearing at 7:11 p.m., seconded by Ellis.           Roll Call: Unanimous.

Voss introduced Resolution No. 3-22-1 approving the FY 22/23 Budget Revenues & Expenditures as posted and published, seconded by Grimm. Roll Call: Unanimous.

City Engineer Dave Hagen was present to report on the Wastewater UV Project and 1st Avenue E project.

Greiner introduced Resolution No. 3-22-2 approving pay Estimate No. 7 for Wastewater Treatment Facility Improvement Ultraviolet Disinfection Project in the amount of $79,357.87, seconded by Ellis. Roll Call: Unanimous.

Ellis moved approval to proceed with the 1st Avenue E. Overlay Project with Linn County and schedule a join meeting to discuss cost sharing, seconded by Greiner. Roll Call: Unanimous.

Monthly Wastewater Plant Report was received and placed on file. Brief discussion regarding blower #2 repair and televising/vacuum scheduled sewer lines.

Ellis introduced Resolution No. 3-22-3 authorizing Clerk to Issue Warrants for Expenditures that may be charged a Late Fee and or a Discount Applied if Payment is Made Prior to the Next Regular City Council Meeting, seconded by Grimm. Roll Call: Unanimous.

Voss introduced Resolution No. 3-22-4 approving Password Policy with the deletion of #4 maximum password age, seconded by Greiner. Roll Call: Unanimous.

Ellis introduced Resolution No, 3-22-5 approving Use of Computer Technology Policy, seconded by Grimm. Roll Call: Unanimous.

Greiner introduced Resolution No. 3-22-6 approving Iowa League of Cities Records Retention Manual, seconded by Voss. Roll Call: Unanimous.

Ellis moved approval for City Attorney to proceed with legal process for Insufficient Fund Check, seconded by Grimm. Roll Call: Unanimous.

Voss moved approval of the Emergency Use of Space Agreement with Central State Bank, seconded by Ellis. Roll Call Unanimous.

Greiner moved approval of Appointment of Russ Rayner to the Zoning Board of Adjustment, seconded by Grimm. Roll Call: Unanimous.

Greiner moved approval to proceed with Deputy Clerk interviews, seconded by Grimm.                          Roll Call: Unanimous. 

Mayor Voss appointed Ellis and Voss to review applications to select application (s) for interview recommendations with Council.

Grimm moved approval to authorize Snowplow New/Used Purchase up to $150,000.00, seconded by Greiner. Roll Call: Unanimous. Authorization necessary to proceed, due to limited availability.

Park and Recreation Minutes from March 1st, 2022 received and placed on file.

Other areas of discussion included not limited to the following: Second nuisance letter, possible 20/21 audit extension, code update, clerk retirement date.

Grimm moved to adjourn the meeting at 8:10 p.m., seconded by Voss. Roll Call: Unanimous.
