Walford City Council Proceedings Regular Meeting                                                                                                                       April 18, 2016Meeting was called to order at 7:00 p.m., by Mayor Randy Bauer.Roll Call: Bergmeier, Hoskins, Huber, and Kane present. Plogman was absent.Kane moved approval of the agenda as posted, seconded by Hoskins. Roll Call: Unanimous.Kane moved approval of the March 7, 2016 minutes as posted and published, seconded by Bergmeier. Roll Call: Aye: Bergmeier, Hoskins, Kane. Abstain: Huber.Hoskins moved approval of the March 31, 2016 Treasurer’s Report, seconded by Kane.Roll Call: Unanimous.Bergmeier moved approval of the April Expenditures, seconded by Hoskins. Roll Call: Unanimous.Resident Russ Rayner was present to inquire about baseball L screen. Referred to the Park andRecreation Board.Kane introduced Resolution No. 4-16-1 setting Public Hearing date of May 9, 2016 at 7:00 p.m., to grant a 25 year Electric Franchise to Interstate Power and Light Company, seconded by Hoskins.Roll Call: Aye: Bergmeier, Hoskins, Kane. Abstain: Huber.Kane introduced Resolution No. 4-16-2 setting Public Hearing date of May 9, 2016 at 7:00 p.m., to grant a 25 year Natural Gas Franchise to Interstate Power and Light Company, seconded by Bergmeier.Roll Call: Aye: Bergmeier, Hoskins, Kane. Abstain: Huber.Huber introduced Resolution No. 4-16-3 approving IDOT Maintenance and Repair of Primary Roads Agreement, seconded by Hoskins. Roll Call: Unanimous.Bergmeier introduced Resolution No. 4-16-4 approving Installment of New Street Lights with Interstate Power and Light Company, seconded by Kane. Roll Call: Unanimous.Kane introduced Resolution No. 4-16-5 setting Public Hearing Date of May 9, 2016 at 7:00 p.m., which it is Proposed to Approve an Economic Development Grant Agreement with Kingery Manufacturing Service, LLC, seconded by Hoskins. Roll Call: Unanimous.Mayor and Council reviewed FY 15/16 Budget Amendment Estimates.Huber moved to set Public Hearing Date of May 9, 2016 at 7:00 for the FY 15/16 Budget Amendment, seconded by Kane. Roll Call: Unanimous.Other Areas of Discussion included but not limited to the following: Waggener property cleanup, Street projects, summer mowing employee.Kane moved to adjourn the meeting at 7:28 p.m., seconded by Hoskins.
