Walford City Council ProceedingsRegular Meeting                                                                                                                             January 11, 2016Meeting was called to order at 7:00 p.m., by Mayor Randy Bauer.Roll Call: Bergmeier, Hoskins, Huber, Kane and Plogman. None absent.Huber moved approval of the agenda as posted, seconded by Hoskins. Roll Call: Unanimous.Kane moved approval of the December 15, 2015 minutes as posted and published, seconded by Plogman. Roll Call: Unanimous.Kane moved approval of the December 31, 2015 Treasurers Report, seconded by Bergmeier.Roll Call: Unanimous.Kane moved approval of the January Expenditures, seconded by Hoskins. Roll Call: Unanimous.Resident Bob Feiereisen was present to discuss possible use of the Community Center on Saturdays for Veterans Pellet Shooting Club Program. Details to be worked out.Resident Derek Schroeder was present to explain new armory business.Resolution No. 1-16-1 approving Signal 88 Security Contract/proposal failed due to lack of movement.Brief discussion was held regarding tax incentive options for new businesses. Clerk to contact Bond Council along with prospective business owners.Discussion was held regarding platted GSTC Boulevard street construction, within the Commercial Park Addition. No action taken.Budget workshop session scheduled for Monday February 1, 2016 at 7:00 p.m.Huber moved to go into closed session at 7:53 p.m., pursuit to Chapter 21.5© of the Iowa State Code Paragraph (J) seconded by Plogman. Roll Call: Unanimous.Hoskins moved to return to open session at 8:02 p.m., seconded by Bergmeier. Roll Call: Unanimous.Other areas of discussion included, but not limited to the following: Delinquent account liens and Linn County Health Department complaint.Kane moved to adjourn the meeting at 8:05 p.m., seconded by Plogman.
