Regular Meeting - December 12th, 2011Meeting called to order at 7:00 p.m., by Mayor Mark Carter.Roll Call: Huber, Kane, Mahoney, and Plogman were present. None absent.Kane moved approval of the agenda as posted, seconded by Plogman. Roll Call: Ayes: 4. Motion Carried.Huber moved approval of the November 30th, 2011 Treasurer's Report, seconded by Kane. Roll Call: Ayes: 4. Motion Carried.Plogman moved approval of the November 14th, 2011 minutes as posted and published seconded by Kane. Roll Call: Ayes: 4. Motion Carried.Kane moved approval the December Expenditures, seconded by Huber. Roll Call: Ayes: 4.Motion  Carried.Mahoney introduced Resolution No. 12-11-1 approving the appointment of Mike Leymaster to fill  the Council Vacancy,  seconded by Plogman. Roll Call: Ayes: 4. Motion Carried.City Clerk administered oath to Mike Leymaster, and the meeting continued.Huber introduced Resolution No. 12-11-2 approving the attachment of liens for Delinquent Sewer/Garbage Accounts, seconded by Kane. Roll Call: Ayes: 5. Motion Carried.Resident, Dennis Lee  was present to voice his concerns with late fees on business account.Mahoney moved to waive late fees on business account, if account paid in full by the end of week, seconded by Plogman. Roll Call: Ayes: Mahoney and Plogman. Nays: Huber, Kane, Leymaster.Motion failed.Kane introduced resolution No. 12-11-3 calling for a Public Referendum to authorize the imposition of a Local Sales and Service Tax in the City of Walford, Linn County, seconded Plogman. Roll Call: Ayes: 5. Motion Carried.Huber moved approval of the one month extension of current Benton County Sheriff Contract, seconded by Kane. Roll Call: Ayes: 5. Motion Carried.Mayor and Council reviewed 2011 Third Quarter Sheriff Report. Report was placed on file.Kane moved approval of the 2012 LL Pelling Seal Coat Proposal, seconded by Plogman. Roll Call: Ayes: 5. Motion Carried.Kane moved approval of the renewal of Iowa Rural Water Association Membership, seconded by Mahoney. Roll Call: Ayes: 5. Motion Carried.Mahoney moved approval of the reappointment of Amy Ellis to the Park and Recreation Board, seconded by Kane. Roll Call: Ayes: 5. Motion Carried.Mayor Mark Carter acknowledged years of community service and presented plaques toPatrick Mahoney and Cristopher Jaster.Other areas of discussion included, but not limited to the following: Pit bull email letter.Mahoney moved to adjourn the meeting at 7:53 p.m., seconded by Plogman.
