Walford City Council ProceedingsRegular Meeting                                                                                                             Monday February 12, 2018Meeting was called to order at 7:00 p.m., by Mayor Bill VossRoll Call: Bergmeier, Huber, Kane, and Voss present. Pegump was absent.Kane moved approval of the agenda, seconded by Bergmeier. Roll Call: Unanimous.Bergmeier moved approval of the minutes from January 8 and January 15, 2018, seconded by Voss.Roll Call: Unanimous.Huber moved approval of the January 31, 2018 Treasurer’s Report, seconded by Kane.Roll Call: Unanimous.Bergmeier moved approval of the February Expenditures, seconded by Voss. Roll Call: Unanimous.MSA Professional Services were present to be interviewed by the Council for consideration for City Engineering Services.Bergmeier introduced Resolution No. 2-18-1 approving Central State Bank Depository Agreement (Update), seconded by Kane. Roll Call; Unanimous.Resolution No. 2-18-2 Approving Greg’s Lawn & Landscaping Professional Spraying and Fertilization agreement failed to due lack of action.Resolution No. 2-18-3 Approving City Cleaners 4 Year Uniform/Cleaning Service Agreement failed due to lack of action.Kane introduced Resolution No. 2-18-4 Approving Ken-Way Trucking Yearly Sanitary Sewer Televising Inspection Services Agreement, seconded by Huber. Roll Call: Unanimous.Bergmeier introduced Resolution No.2-18-5 Approving Trailer Purchase from Wright Way Trailers, Inc., in the amount of $1,825.00, seconded by Kane. Roll Call: Unanimous.Huber moved to table Ordinance No. 206 amending the Walford Code of Ordinances 2017 by adding a new Chapter 48 Titled: Nose and Hour Limits, seconded by Kane. Roll Call: Unanimous. Due tolanguage change.Ordinance 206 enacts a new section that prohibits noise disturbances caused by amplified sound. The ordinance adopts a general disturbance standard and sets limits that are per se disturbances when measured at the boundary line of the complaint.Huber introduced Ordinance No. 207 amending the Walford Code of Ordinances 2017 by amending Chapter 62 General Traffic Regulations, seconded by Bergmeier. Roll Call: Unanimous.Bergmeier moved waivement of the Second and Third Readings of Ordinance No. 207 Amending Chapter 62 General Traffic Regulations as required by law, seconded by Voss. Roll Call: Unanimous.Huber moved approval of the final Adoption of Ordinance No. 207, seconded by Kane.Roll Call: Unanimous.Ordinance No. 207 enacts a new section prohibiting the use of so-called “Jake Brakes”, and other braking systems that causes excessive noise, within the City limits.Council reviewed Oct.1, 2017 through December 31, 2017 Sheriff’s Report. Report placed on file.Kane moved approval of the South Slope Telephone Service Agreement (Update), seconded by Huber. Roll Call: Unanimous.Kane moved approval of the renewal of the General and Sewer Fund 6 Month CD’s, seconded by Bergmeier. Roll Call: Unanimous.
