Regular Meeting                                                                                                                                 March 9, 2015Meeting was called to order at 7:00 p.m., by Mayor Randy Bauer.Roll Call: Goodwin, Hoskins, Huber, Kane, and Plogman. None absent.Kane moved approval of the agenda with the addition of rescheduling the April Meeting, seconded by Plogman. Roll Call: Unanimous.Kane moved approval of the minutes from February 9, 2015 as posted and published, seconded by Hoskins. Roll Call: Ayes: 4. Abstain: Huber.Plogman moved approval of the February 28, 2015 Treasurer’s Report, seconded by Huber.Roll Call: Unanimous.Hoskins moved approval of the March Expenditures, seconded by Kane. Roll Call: Unanimous.Kevin Gilbertson was present to discuss Tax Increment Financing options with proposed newbusiness building.A Public Hearing was held at 7:13 p.m., regarding FY15/16 Budget Estimates. No written or oral objections were received.Kane moved to close the Public Hearing at 7:14 p.m., seconded by Hoskins. Roll Call: Unanimous.Plogman introduced Resolution No. 3-15-1 approving FY 15/16 Budget Estimates, seconded by Kane. Roll Call: Unanimous.Huber introduced Resolution No. 3-15-2 approving attachment of Lien for delinquent sewer/garbage account, seconded by Goodwin. Roll Call: Unanimous.Hoskins moved approval of the appointment of Mike Leymaster to the Planning and Zoning Commission, seconded by Plogman. Roll Call: Unanimous.Kane moved approval of the rescheduling of the April Regular meeting from Monday April 13th to Monday April 20th, seconded by Goodwin. Roll Call: Unanimous.March 3rd, Park and Recreation minutes were received and placed on file.Other areas of discussion included but not limited to the following: Property clean up, and recreation options with visiting students.Kane moved to adjourn the meeting at 7:23 p.m., seconded by Hoskins.
