Walford City Council ProceedingsRegular Meeting                                                                                                                          September 12, 2016Meeting was called to order at 7:00 p.m., by Mayor Randy Bauer.Roll Call: Bergmeier, Hoskins, Huber, and Kane. Plogman was absent.Hoskins moved approval of the agenda with the deletion of Resolution No. 9-16-5 Awarding Sale of Universal RAI Blower for Lagoon Aeration, as no bids were received, seconded by Bergmeier.Roll Call: Unanimous.Kane moved approval of the August 8, 2016 minutes as posted and published, seconded by Hoskins.  Roll Call: Unanimous.Huber moved approval of the August 31, 2016 Treasurer’s Report, seconded by Kane.Roll Call: Unanimous.Kane moved approval of the September Expenditures, seconded by Bergmeier. Roll Call: Unanimous.Fire Chief Mike Sankot was present to report on a grant that Fire Department was awarded for the replacement of air packs. Older equipment to be donated to smaller communities in need. City of Fairfax and City of Walford will split matching fund cost.Resident Joan Flecksing was present to introduced herself and seek support for the Benton County Board of Supervisors.A Public Hearing was held at 7:13 p.m., regarding proposal to vacate any interest it might have in and by quit claim deed dispose of the property. Iowa Code Section 364.7.  There were no written or oral objections received.Huber moved to close the Public Hearing at 7:15 p.m., seconded by Kane. Roll Call: Unanimous.Kane introduced Resolution No. 9-16-1 approving disposing of certain real estate and approving issuance of a Quit Claim Deed to Carolyn E. Peiffer, seconded by Hoskins. Roll Call: Unanimous.Bergmeier introduced Resolution No. 9-16-2 approving the FY 15/16 Annual State Financial Report, seconded by Hoskins. Roll Call: Unanimous.Kane introduced Resolution No. 9-16-3 approving the FY 15/16 Annual Urban Renewal Area Tax Increment Financing Report, seconded by Bergmeier. Roll Call: Unanimous.Bergmeier introduced Resolution No. 9-16-4 approving the purchase of replacement outdoor warning siren, seconded by Kane. Roll Call: Unanimous. Storm damage, insurance to cover cost.Huber introduced Resolution No. 9-16-6 approving Pay Estimate No. 1 for the 2016 PCC Street Repair Project, seconded by Hoskins. Roll Call: Unanimous.Kane moved approval of the renewal of Class LC Liquor License/Sunday Sales/Outdoor Endorsement for the Angle Inn, Ponderosa Ballroom and Wild Hogs Saloon, seconded by Bergmeier. Roll Call: Unanimous.Bergmeier moved approval of the renewal of Class E Liquor License/Sunday Sales for Guppy’s on the Go, seconded by Kane. Roll Call: Unanimous.Discussion was held regarding expiration of South Slope Cable Franchise. New franchise agreement held with the State of Iowa. No increase to current franchise fees.Council reviewed Clerk report regarding liens sent to County Treasurer’s offices.Mayor Bauer proclamation of Five Season Stand Down Day September 4, 2016Council set Walford Community Day of Friday December 16, 2016 at the Cedar Rapids, Roughriders.Other areas of discussion included but not limited to the following: Waggener court date, clerk computer, refrigerator repairs, PCC street project change order, fire station lights, and L.L.
