Bergmeier was absent.Hoskins moved approval of the agenda as posted, seconded by Kane. Roll Call: Unanimous.Plogman moved approval of the July 10th, 2017 minutes as posted and published, seconded by Huber. Roll Call: Unanimous.Huber moved approval of the July 31st, 2017 Treasurer’s Report, seconded by Hoskins.                           Roll Call: Unanimous.Hoskins moved approval of the August Expenditures, seconded by Kane. Roll Call: Unanimous.A Public Hearing was held at 7:08 p.m., regarding a Proposal to Sell Property Owned by the City.No written or oral objections received.Kane moved to close the hearing at 7:11 p.m., seconded by Plogman. Roll Call: Unanimous.Resident Steve Esser was present to inquire about culvert silt under B Ave. W. Mayor to investigate.Benton County Sheriff Deputy, Chris Rider was present with the April, May and June 2017 Sheriff Report.Kane introduced Resolution No. 8-17-1 Disposing of Certain Real Estate and Approving Issuance of a Deed to Rykor Enterprises, L.L.C., in the amount of $25,060.00, seconded by Huber.Roll Call: Unanimous.Kane introduced Resolution No. 8-17-2 Approving Advanced Systems Inc. Maintenance/Purchase Agreement, seconded by Huber. Roll Call: Unanimous.Kane Introduced Resolution No. 8-17-3 Authorizing Clerk to write-off unpaid utility account deemed uncollectible, seconded by Hoskins. Roll Call: Unanimous.Huber introduced Resolution No. 8-17-4 Approving Pay Estimate 1 of the 2017 HMA Street Improvement Project in the amount of $101,939.56, seconded by Kane. Roll Call: Unanimous.Huber introduced Resolution No. 8-17-5 approving the Annual FY 16/17 IDOT Road Use Tax Report, seconded by Hoskins. Roll Call: Unanimous.Plogman moved approval of the June 30, 2017 State Outstanding Obligation Report, seconded by Hoskins. Roll Call: Unanimous.Huber introduced Ordinance No. 205 Amending the Code of Ordinances of the City of Walford, Iowa by Amending Provisions Pertaining to the Sale and Use of Fireworks on its First Reading, seconded by Kane. Roll Call: Unanimous.Second Reading of Ordinance No. 205 Sale and Use of Fireworks will be September 11, 2017Plogman moved approval of the renewal of the General and Sewer Fund 6-month CD’s, seconded by Hoskins. Roll Call: Unanimous.Park and Recreation minutes from August 1, 2017, were received and placed on file.Other areas of discussion included, but not limited to the following: Fence removal, Mayor proclamation of September 8, 2017 the “12th Annual Five Season Stand Down Day” and written communication from resident Jan Johnson regarding garbage collection and park water.Nomination Petitions are now available at the City Clerk’s Office for the Nov. 7, 2017 City Election.Kane moved to adjourn the meeting at 7:45 p.m., seconded by Plogman.
