Regular Meeting                                                                                                                Monday January 14, 2019   Meeting was called to order at 7:00 p.m., by Mayor Bill Voss.Roll Call: Bergmeier, Huber, Kane, Pegump, Voss present. None absent.Kane moved approval of the agenda as posted, seconded by Pegump. Roll Call: Unanimous.Bergmeier moved approval of the minutes from Monday December 10, 2018, as posted and published, seconded by Voss. Roll Call: Aye: Bergmeier, Kane, Pegump, Voss. Abstain: Huber. Motion Carried.Pegump moved approval of the December 31, 2018 Treasurer’s Report, seconded by Huber.                 Roll Call: Unanimous.Pegump moved approval of the January Expenditures, seconded by Kane. Roll Call: Unanimous.Resident Myron Parizek was present to voice concerns with the issuance of overnight parking tickets during holidays and the timing of tickets. Mayor and Council addressed questions.Kane introduced Resolution No. 1-19-1 Approval of Elan Visa Charge Card/Usage Policy/Additional Employee Card, seconded by Bergmeier. Roll Call: Unanimous.Huber introduced Resolution No. 1-19-2 Approving Computer/Router purchase for Sanitary Sewer Plant Operations, seconded by Voss. Roll Call: Unanimous.Bergmeier introduced Resolution No. 1-19-3 Confirming Board/Commissioner Appointments by Mayor and Council, seconded by Kane. Roll Call: unanimous.Kane introduced Resolution No. 1-19-4 Authorizing Mayor to place Temporary Embargo, on city streets when conditions are such that the streets are likely to be seriously damaged or destroyed by heavier vehicles, seconded by Pegump. Roll Call: Ayes: Huber, Kane, Pegump, Voss. No: Bergmeier. M.C.City Engineer Kelli Scott suggested a shared road agreement with properties located outside of city limits using city streets.Discussion was held regarding setting time limits to complete seal coat work and materials being used. Huber moved approval of the LL Pelling Seal Coat Cost Per Ton Proposal for 2019, seconded by Pegump. Roll Call: Unanimous.Kluesner Construction Crack Seal Proposal for 2019 was tabled.Discussion was held regarding FY 19/20 budget. Workshop scheduled for Monday January 28th. Deputy Speth of the Linn County Sheriff’s Department was present to answer questions and concerns with monthly sheriff report. Report was received and placed on file.City Engineers Kelli Scott and Hunter Miller of Snyder & Associates were present to report on Second Street S progress, options to contract and bidding time line. Report received and placed on file.Resident Jay Oehlerich was present to voice concerns with driveway culvert and ditch within project. Requested current culvert to remain. Project will move forward per engineer design/plans.Sanitary sewer operations report was given by Jarad.
