Walford City Council ProceedingsRegular Meeting                                                                                                                                   May 13th, 2019Meeting was called to order at 7:00 p.m., by Mayor Bill Voss.Roll Call: Bergmeier, Huber, Kane, Pegump and Voss present. None absent.Kane moved approval of the agenda as posted, seconded by Huber. Roll Call: Unanimous.Bergmeier moved approval of the April 8th, 2019 minutes as posted and published, seconded by Kane. Roll Call: Unanimous.Pegump moved approval of the April 30th, 2019 Treasurer’s Report, seconded by Voss.                            Roll Call: Unanimous.Kane moved approval of the May Expenditure’s, seconded by Bergmeier. Roll Call: Unanimous.Cathy Bayne Fairfax Library Director, library board member, employee and several Walford citizens were present to support the library. Library discussion included but not limited to, user/household count, amount of funding requested, library budget, and usage of other libraries without contract in Linn County.Bergmeier moved approval to increase the FY 19/20 Fairfax Library Contract funding in the amount of $1,500.00, (One Thousand Five Hundred Dollars) seconded by Huber. Roll Call: Unanimous. Increase was accepted. Contract renewal will be on the June agenda.A public hearing was held at 7:23 p.m. regarding the proposed FY 18/19 Budget Amendment.No oral or written objections received.Kane moved to close the FY 18/19 Budget Amendment hearing at 7:24 p.m., seconded by Voss.           Roll Call: UnanimousPegump introduced Resolution No. 5-19-1 approving the FY 18/19 Budget Amendment, seconded by Bergmeier. Roll Call: Unanimous.Huber moved approval of the renewal of Cigarette/Tobacco/Nicotine/Vapor Permit of the Walford BP, seconded by Pegump. Roll Call: Unanimous.Kane moved approval of the renewal of Class C Liquor (LC) (Commercial) Outdoor/Sunday Sales for Bully’s Angle Inn, seconded by Bergmeier. Roll Call: Unanimous.Voss moved approval of the Saturday June 8th, 2019 Fireworks Permit for Iowa Pyrotechnics, seconded by Kane. Roll Call: Unanimous.Resident was present to inquire about early fireworks date and last year’s show  in the rain.Mayor and Council reviewed seal Coat Proposals from L.L. Pelling Co. and Prairie Road Builders.Bergmeier moved approval of lowest seal coat street repair proposal, from Prairie Road Builders of Hazleton, Iowa in the amount of $36,348.00, seconded by Kane. Roll Call: Unanimous.Bergmeier moved approval to have property appraised for possible purchase, seconded by Voss.         Roll Call: Unanimous.Discussion was held regarding Preliminary FEMA Flood Insurance Study/Maps. No action taken.Deputy Tindle, of the Linn County Sheriff Department was present to submit sheriff report and answer questions and or concerns.Jarad Diedrich was present to submit sanitary sewer plant maintenance schedule.Park and Recreation Minutes from Tuesday May 7th, 2019 were received and placed on file.Citizen was present to discuss water issues in street right of way. City will move forward to investigate the cause.Page 1 of 3Other areas of discussion included but not limited to the following: Park tree spraying, request for additional yard carts (no changes), maintenance building door repair, senior dinning, trash can request for Knapp Creek Park, Clerk to testify for parking ticket hearing,  temporary janitorial service,  Planning and Zoning meeting scheduled for Comprehensive Plan, Bergmeier Construction donation of park bench at the baseball diamond. Kane moved to adjourn the meeting at 8:08 p.m., seconded by Pegump.
