Regular Meeting                                                                                                    Monday October 12, 2020

Meeting called to order at 7:00 p.m., by Mayor Voss.

Roll Call: Bauer, Carter, Greiner, Pottebaum, Voss.

Bauer moved approval of the agenda, as posted seconded by Pottebaum. Roll Call: Unanimous.

Bauer moved approval of the minutes from September 14th, 16th, and 24th, 2020, as posted and published, seconded by Voss. Roll Call: Unanimous.

Pottebaum moved approval of the September 30th, 2020 Treasurer Report, seconded by Bauer.           Roll Call: Unanimous.

Pottebaum moved approval of the October Expenditures list, seconded by Greiner. Roll Call: Ayes: Bauer, Greiner, Pottebaum, Voss. No: Carter. 

Deputy Tindal of the Linn County Sheriff Department submitted sheriff report from September 14th, 2020 through October 12th, 2020. There were 30 calls for service.

No citizen comments.

Concrete Polyfix Proposal was tabled to be revisited in November.

Pottebaum moved to override Mayor Veto of Resolution No. 9-20-4 Community Center Roof Replacement from hailstorm damages, seconded by Bauer. Roll Call: Ayes: Bauer, Carter Pottebaum.  No: Greiner and Voss. Motion fails. Veto stands.

Pottebaum introduced Resolution No. 10-20-1 Authorizing City Clerk to transfer Sewer Fund CD into Sewer Fund HIFI Savings Account, seconded by Carter. Roll Call: Unanimous.

Pottebaum introduced Resolution No. 10-20-2 Approving Obligations of Funds from the Urban Renewal Tax Revenue Fund for Appropriation to the payment of Annual Appropriation Tax Increment Financed Obligations which shall come due in the next succeeding fiscal year, seconded by Bauer.                        Roll Call: Unanimous.

Bauer moved approval of the Kingery Manufacturing Workforce Report for Economic Development Grant Payments pursuit to the May 9th, 2016 Development Agreement, seconded by Voss.                    Roll Call: Unanimous.

Planning and Zoning Commission recommended approval of the Preliminary and Final Plat Map for the Stella Rose First Addition, Linn County Walford.

Developer Dustin Ashmore was present to answer questions regarding Stella Rose Plat.

Bauer introduced Resolution No. 10-20-3 approving Preliminary and Final Plat Map for Stella Rose First Addition Linn County Walford, seconded by Greiner. Roll Call: Unanimous.

Planning and Zoning Commission recommended approval of the Preliminary and Final Plat Map for the Bowman Acres First Addition, Linn County Walford.

Pottebaum introduced Resolution No. 10-20-4 Approving Plat of Survey Parcel A and Preliminary and Final Plat of Bowman Acres First Addition, Linn County Walford seconded by Bauer.                                 Roll Call: Unanimous.

Bauer Introduced Resolution No. 10-20-5 Approving the Purchase/ installation of Wastewater Treatment Plant Operational Equipment subject to no cost increase to bids, seconded by Greiner.                           Roll Call: Unanimous.

Wastewater operator Jarrad Diedrich submitted monthly oral and written report. Questions were asked when pumps will be pulled.

Greiner moved approval of the final list of 7 Engineer firms to be considered for RFP submission, seconded by Carter. Roll Call: Unanimous.

Request for Proposal (RFQ) form was tabled for modification to be revisited in November.

No action taken to waive late fees on delinquent account.

Gordon Sevig was present to inquire about Commercial Drive repair and to discuss abandoning          GSTC Blvd.

Lindsay Beaman of Snyder and Associates was present to represent company policy and standard of services.

Park and Recreation October 6th, 2020 minutes received and placed on file.

Other areas of discussion included but not limited to the following: Mayor reported on property cleanup.

Voss moved to adjourn the meeting at 8:14 p.m., seconded by Greiner. Roll Call: Unanimous.
