Regular Meeting                                                                                                         Monday July 12th, 2021

Meeting was called to order at 7:00 p.m. by Mayor Bill Voss.

Roll Call: Bauer, Carter, Ellis, Greiner, Voss.

Ellis moved approval of the agenda as posted, seconded by Voss. Roll Call: Unanimous.

Bauer moved approval of the minutes from June 14th, 2021, as posted and published, seconded by Carter.                  Roll Call: Unanimous.

Clerk reported a Menard’s fraud check and the status of new checks for account number change. Clerk to meet with Central State Bank for security options available.

Carter moved approval of the June 30th, 2021, Treasurer’s Report, seconded by Griener.                       Roll Call: Unanimous.

Voss moved approval of the July Expenditures, seconded by Ellis.  Roll Call: Unanimous.

Deputy Tindal of the Linn County Sheriff’s Department was present to answer questions regarding sheriff report. There were 37 calls for service from June 14th through July 12th, 2021. Report placed on file.

A Public Hearing was held at 7:10 p.m., regarding Proposal to Enter into a Sewer Revenue Disbursement Agreement. There were no written or oral objections received.

Bauer moved to close the Sewer Revenue Disbursement Agreement hearing at 7:11 p.m., seconded by Ellis. Roll Call: Unanimous. 

A Public Hearing was held at 7:12 p.m., regarding Proposed Plans, Specifications, Form of Contract and Estimate of Cost for the Construction of 5th Street Culbert Replacement Project.

There were no written or oral objections received.

Carter moved to close the Plans, Specification, form of contract for the Construction of 5th Street Culvert Replacement Project hearing at 7:13 p.m., seconded by Voss. Roll Call: Unanimous.

Bauer introduced Resolution No. 7-21-1 Approving Contract and Performance and/or payment Bonds for the Wastewater Treatment Facility Improvements Ultraviolet (UV) Disinfection Project, seconded by Carter. Roll Call: Unanimous.

Bauer introduced Resolution No. 7-21-2 Approving and Authorizing a Loan and Disbursement Agreement and Providing for the Insurance and Securing the Payment of $941,000.00 Sewer Bonds, Series 2021, seconded by Voss. Roll Call: Unanimous.

Carter introduced Resolution No. 7-21-3 Approving and Adopting Tax Compliance Procedures Relating to Tax-Exempt Bonds, seconded by Ellis. Roll Call: Unanimous.

Bauer introduced Resolution No. 7-21-4 Approving and Confirming Plans, Specifications, Form of Contract and Estimate of Cost for the 5th Street Culvert Replacement Project, seconded by Greiner.      Roll Call: Unanimous.

City Engineer Mat Saur of Veenstra & Kimm reviewed the 3 bids received and made the recommendation of Schrader Excavating & Grading. Lowest bid received.

Bauer introduced Resolution No. 7-21-5 Awarding Contract for the 5th Street Culvert Replacement Project to Schrader Excavating and Grading of Walford, Iowa  in the amount of $145,003.20, seconded by Carter.  Roll Call: Unanimous. 

Carter introduced Resolution No. 7-21-6 Approving Veenstra & Kimm Construction Service Agreement for the 5th Street Culvert Replacement Project in the amount of $19,600.00, seconded by Ellis.             Roll Call: Unanimous.

Bauer introduced Resolution No. 7-21-7 Approving Veenstra & Kimm Design Service Agreement for the

1st Avenue East HMA Overlay Project in the amount of $28,750.00, seconded by Voss.                        Roll Call: Unanimous.

Griener introduced Resolution No. 7-21-8 Calling for a Public Referendum to Authorize the Imposition of a Local Sales and Services Tax in the City of Walford, Linn County at the Rate of 1%, seconded by Bauer. Roll Call: Unanimous.

City Election Public Measure on November 2, 2021. The local option sales and services tax will be applicable only to the portion of the City of Walford within Linn County and only residents of the City of Walford in Linn County may vote on the measure.

Discussion was held regarding requested fireworks permit. Council members voiced concerns with noise, cleaning of trash, and setting a precedence for future request. Proof Insurance and proof of shooter certification will be required before approval.

Voss moved to table the Fireworks Permit request from Don Jonson until the next regular City Council meeting on Monday August 9th, 2021, seconded by Carter. Roll Call: Unanimous.

Bauer moved approval of request from Poweshiek Water Association for Service within two-mile radius of Walford city limits, seconded by Voss. Roll Call: Unanimous. Location West side of 33rd Avenue – 1st Mile North of Hwy 151.

Park and Recreation Minutes from July 6th, 2021, were received and placed on file. 

Wastewater Treatment Plant operator Chad McCleary of  ION Environmental Services was present to report on the following: Repairs needed for auger, sampler, aerators. Currently working on air leak and need to spray for weeds.

Clerk presented various city codes regarding recreational fires. No action taken. Walford mirrors other cities of similar size.

Discussion was held regarding Comprehensive Plan final draft for public viewing.

Other Areas of Discussion included but not limited to the following: Lumber yard demolition soon, disposal of Derecho tree chips, disposal of old railroad ties, respectful of the Linn County Deputies time  attending monthly meetings - suggested change to quarterly, installation of Prairie signs, job descriptions for maintenance and Deputy Clerk, electronic speed signs, suggestion of no passing within city limits, sanding of oil on F Avenue W and clerk attendance to academy.

Nomination Papers are now available in the City Clerk’s office. First day to file is Monday August 23, 2021, last Day to file is Thursday September 16th, 2021.

Bauer moved to adjourn the meeting at 8:24 p.m., seconded by Carter. Roll Call: Unanimous.
