Regular Meeting                                                                                                              September 12, 2022

Meeting was called to order at 7:00 p.m., by Mayor Bill Voss.

Roll Call: Ellis, Greiner, Voss, Grimm. Carter was absent.

Grimm Moved approval of the agenda as posted, seconded by Voss. Roll Call: Unanimous.

Ellis Moved approval of the minutes from August 8, 2022 & September 6, 2022 as posted & published, seconded by Grimm. Roll call: Unanimous

Voss Moved to approve the August 31st Treasurers Report with correction to auto-sum total, seconded by Ellis. Roll call: Unanimous

Greiner Moved to approve the September Expenditures, seconded by Ellis. Roll Call: Unanimous

Linn County Sheriff report dated August 8th, 2022 through September 12th, 2022 was received & placed on file. There were 28 calls for service.

Mark Banowetz was present to introduce himself as a running candidate for Linn Co. Supervisor. Also present was Jessica Wiskus to introduce herself as a running candidate for the Iowa Senate.

A public hearing was held at 7:11 pm regarding Proposed Designation of the Walford Commercial Urban Renewal Area. No written or oral objections were received.

Ellis Moved to close the Proposed Designation of the Walford Commercial Urban Renewal Area hearing at 7:12 pm, seconded by Grimm. Roll Call: Unanimous

A public hearing was held at 7:12 pm regarding the Proposed 2022 Code of Ordinance of the City of Walford, Iowa. No written or oral objections were received.

Grimm Moved to close the Proposed 2022 Code of Ordinance of the City of Walford, Iowa at 7:13 p.m, seconded by Ellis. Roll Call: Unanimous

Greiner Moved to Consider First Reading of Ordinance #222 Adopting the “Code of Ordinances of the City of Walford Iowa”, seconded by Voss. Roll Call: Unanimous

Greiner Moved to Approve Waivement of the Second & Third Readings of Ordinance #222 Adopting the “Code of Walford Iowa”, seconded by Ellis. Roll Call: Unanimous

Ellis Moved Approving of Final Adoption of Ordinance #222 “Walford Code of Ordinances”, seconded by Voss. Roll Call: Unanimous

Planning & Zoning Minutes regarding the Urban Renewal Plan for the Walford Commercial Urban Renewal Area received & placed on file as approved.

Voss Moved to consider Resolution 9-22-1 to Declare Necessity & Establish an Urban Renewal Area, pursuant to Section 403.4 of the Code of Iowa & Approve Urban Renewal Plan Amendment for the Walford Commercial Urban Renewal Area, seconded by Ellis. Roll Call: Unanimous

Grimm Moved to consider Resolution 9-22-2 Setting a Public Hearing date to Approve Proposed Development Agreement with Schrader Holdings L.C., including Annual Appropriation Tax Increment Payments, seconded by Greiner. Roll Call: Unanimous

Greiner Moved to consider First Reading of Ordinance #223 Providing for the Division of Taxes Levied on Taxable Property in the Walford Commercial Urban Renewal Area, pursuant to Section 403.19 of the Code of Iowa, seconded by Grimm. Roll Call: Unanimous

Voss Moved to Approve Waivement of the Second & Third Readings of Ordinance #223 Providing for the Division of Taxes Levied on Taxable property in the Walford Commercial Urban Renewal Area, pursuant to Section 403.19 of the Code of Iowa, seconded by Ellis. Roll Call: Unanimous

Ellis Moved Approving of Final Adoption of Ordinance #223 Providing for the Division of Taxes Levied on Taxable property in the Walford Commercial Urban Renewal Area, pursuant to Section 403.19 of the Code of Iowa, seconded by Grimm. Roll Call: Unanimous 

Grimm Moved to consider Resolution 9-22-3 Approving Pay Estimate 12 for Wastewater Treatment Facility Improvement Ultraviolet Disinfection Project in the amount of $1377.50, seconded by Ellis.

Report received from City Engineer Veenstra & Kimm & placed on file. City Engineer Dave Haugen reported that Boomerang final payment for the UV Project forthcoming at the October Council Meeting.

Wastewater Treatment Plant report from ION Environmental Services received & placed on file. Chad McCleary was present & spoke of ION’s offer to clean the solids from the wastewater plant for a maximum of $20,000.

Grimm Moved to approve Resolution 9-22-4 Approving FY 21/22 Annual State Financial Report with correction to year, seconded by Ellis. Roll Call: Unanimous

 Grimm Moved to approve resolution 9-22-5 Approving Fiscal YR 21/22 Annual Urban Renewal Report with correction to year, seconded by Ellis. Roll Call: Unanimous

Ellis Moved to approve resolution 9-22-6 Authorizing the Destruction of Old Records Utilizing Commercial Shredding Company, seconded by Voss. Roll Call: Unanimous

Grimm Moved to Approve the Renewal of Class LE Liquor License/Sunday Sales for the Walford BP, seconded by Greiner. Roll Call: Unanimous

Ellis Moved to Approve the Renewal of Class LC Liquor License/Sunday Sales for the Wild Hogs Saloon, seconded by Grimm. Roll Call: Unanimous

Voss Moved to approve the Renewal of General Fund 12 Month CD provided the return is more than 2%, seconded by Ellis. Roll Call: Unanimous

Voss Moved to approve Participation of State Alert Iowa Program, seconded by Grimm. 

Roll Call: Unanimous

Grimm Moved to approve the Removal of Utility Meter from the Clover Ridge Sign on 5th St N, seconded by Voss. Roll Call; Unanimous

Grimm Moved to approve the Public Sale of 1994 Ford Conventional N7000 Dump Truck/Sander/Front Plow with  a minimum starting bid of $5000. & the 6’ Ford 3 Point Back Fill Blade with a minimum starting bid of $100, seconded by Ellis. Roll Call: Unanimous

Ellis Moved to table the Employee Health Insurance Stipend until the October 10th 2022 Council Meeting, seconded by Grimm Roll Call: Unanimous

Parks & Recreation minutes received & on file.

Other Areas of Discussion included but not limited to 1st Ave Ditch Cleaning by Ken-Way in the amount of  $3500, Flood Mitigation discussions with FEMA and IDNR.
