Regular Meeting                                                                                                                                   May 12th, 2014

Meeting was called to order at 7:00 p.m., by Mayor Mark Carter.

Roll Call: Goodwin, Hoskins, Huber, Kane and Plogman were present.

Huber moved approval of the agenda as posted, seconded by Goodwin. Roll Call: Ayes: 5.

Motion Carried.

Hoskins moved approval of the April 30th, 2014 Treasurer’s Report, seconded by Kane. Roll Call: Ayes: 5. Motion Carried.

Hoskins moved approval of the April 7th, 2014 minutes as posted and published, seconded by Plogman. Roll Call: Ayes: 5. Motion Carried.

Kane moved approval of the May Expenditures, seconded by Hoskins. Roll Call: Ayes: 5. Motion Carried.

No citizen comments.

Government Class Students were present to observe.

A Public Hearing was held at 7:05 p.m., regarding FY 13/14 Budget Amendment. No written or oral objections received.

Goodwin moved to close the Budget Amendment Hearing at 7:07 p.m., seconded by Kane. Roll Call: Ayes: 5. Motion Carried.

Plogman introduced Resolution No. 5-14-1 approving FY 13/14 Budget Amendment, seconded by Goodwin. Roll Call: Ayes: 5. Motion Carried.

Two Garbage/Recycle Proposals were received. Clerk opened, then distributed to Mayor and Council.

Huber moved to award lowest proposal that complied with the Curbside Collection of Commingled Recyclables, Sold Waste, Bulky Waste and Yard Compostable Request for Proposal to Johnson County Refuse, seconded by Hoskins. Roll Call: Ayes: 5. Motion Carried.

Plogman introduced Ordinance No. 197, Titled: Urban Chickens on its First Reading, seconded by Kane. Roll Call: Ayes: 5. Motion Carried.

Kane moved approval of the Waivement of the Second and Third Readings of Ordinance No. 197 as required by law. Roll Call: Ayes: 5. Motion Carried.

Kane introduced Ordinance No. 197, Titled: Urban Chickens for its Final Adoption, seconded by Plogman. Roll Call: Ayes: 5. Motion Carried. Copies of Ordinance are available at the City Clerk office.

Kane moved approval of the 2014 LL Pelling Seal Coat Proposal, seconded by Huber. Roll Call: Ayes: 5. Motion Carried.

Plogman moved approval of FY 14/15 Sheriff Contract, seconded by Goodwin. Roll Call: Ayes: 5.

Motion Carried.

Other Areas of Discussion included but not limited to the following: Guppy’s/ DOT turn lane update, trail project delay due to weather, general street repairs, burnt home status, and speeding Amana traffic.

City Clerk’s Office will be closed Monday May 19th through May 23rd, 2014.
