Walford City Council ProceedingsRegular Meeting                                                                                                          Monday May 14, 2018Meeting called to order at 7:00 p.m., by Mayor Bill Voss.Roll Call: Bergmeier, Kane, Pegump, and Voss were present. Huber was absent.Kane moved approval of the agenda as posted, seconded by Bergmeier. Roll Call: Unanimous.Voss moved approval of the minutes from April 9, 2018 as posted and published, seconded by Kane.  Roll Call: Unanimous.Bergmeier moved approval of the April 30, 2018 Treasurer’s Report, seconded by Pegump.                   Roll Call: Unanimous.Bergmeier moved approval of the May Expenditures, seconded by Kane. Roll Call: Unanimous.A Public Hearing was held at 7:04 p.m., regarding the FY 17/18 Budget Amendment. There were no written or oral objections to the FY 17/18 budget amendment.Kane moved to close the Budget amendment Hearing at 7:05 p.m., seconded by Voss.                             Roll Call: Unanimous.Pegump introduced Resolution No. 5-18-1 approving the FY 17/18 Budget amendment, seconded by Bergmeier. Roll Call: Unanimous.Voss introduced Resolution No. 5-18-2 approving Absolute Security Systems Basic Agreement, seconded by Pegump. Roll Call: Unanimous.Kane introduced Resolution No. 5-18-3 approving the Walford Human Resource Manual, seconded by Bergmeier. Roll Call: Unanimous.Bergmeier introduced Ordinance No. 206 amending the Walford Code of Ordinances 2017 by adding new Chapter Titled: “Noise and Hour Limits” on it’s third reading, seconded by Kane. Roll Call: Unanimous.Kane moved approval of the final adoption of Ordinance No. 206 amending the Walford Code of Ordinance 2017 by adding new Chapter Titled: “Noise and Hour Limits”, seconded by Voss.                 Roll Call: Unanimous.Pegump introduced Ordinance No. 208 amending the Walford Code of Ordinances 2017 by amending Chapter 165.14 (2) Titled Rear Yard Exceptions (2), seconded by Bergmeier. Roll Call: Unanimous. Kane moved approval of the final adoption of Ordinance No. 208 amending the Walford Code of Ordinances 2017 by amending Chapter 165.14 (2) Titled: “Rear Yard Exceptions”, seconded by Voss.Roll Call: Unanimous.Kane moved approval of the FY 18/19 Fairfax Library Contract, seconded by Bergmeier.                     Roll Call: Unanimous.Kane moved approval of the renewal of Class C Liquor License (LC) (Commercial) outdoor/Sunday Sales for Bully’s Angle Inn, seconded by Pegump. Roll Call: Unanimous.Pegump moved approval of the Fireworks Display permit for Iowa Pyrotechnics June 9th, 2018, seconded by Kane. Roll Call: Unanimous.Kane moved approval of the appointment of Jennifer Lane to the Park and Recreation Board, secondedby Voss. Roll Call: UnanimousKane moved approval of the appointment of Robert Davis to the Board of Adjustment, secondedby Pegump. Roll Call: Unanimous.One sealed bid was received for the published/posted landscaping brick sale.Bergmeier moved to award the sale to Ronnie Detert of Cedar Rapids in the amount of $507.00, seconded by Voss.  Roll Call: Unanimous.Voss moved approval to move forward with the purchase of used truck, not to exceed the FY 18/19 budget amount of $15,000, seconded by Pegump.
