Walford City Council ProceedingsRegular Meeting                                                                                                          Monday April 9, 2018Meeting was called to order at 7:00 p.m., by Mayor Bill Voss.Roll Call: Bergmeier, Huber, Kane, Pegump, Voss. None absent.Bergmeier moved approval of the agenda as posted, seconded by Kane. Roll Call: Unanimous.Pegump moved approval of the March 12th, 2018 minutes as posted and published, seconded by Voss. Roll Call: Ayes: Bergmeier, Pegump, Voss. Abstain: Huber and Kane. Motion Carried.Huber moved approval of the March 31, 2018 Treasurer’s Report, seconded by Bergmeier.Roll Call: Unanimous.Huber moved approval of the April Expenditures, seconded by Kane. Roll Call: UnanimousKane moved approval of the FY 18/19 Linn County Law Enforcement Contract, seconded by Pegump.  Roll Call: Ayes: Kane, Pegump, Voss. No: Bergmeier and Huber. Motion Carried.Bergmeier introduced Resolution No. 4-18-1 approving Snyder Associates Standard Professional Services Agreement for general engineer services with supplement form to be used for anything over $2,500.00 (Two Thousand Five Hundred Dollars), seconded by Pegump. Roll Call: Unanimous.Huber introduced Resolution No. 4-18-2 approving the Pre-Payment of the 2011 General Obligation Public Works Facility Note, seconded by Kane. Roll Call: Unanimous.Bergmeier introduced Ordinance No. 206 amending the Walford Code of Ordinances 2017 by adding New Chapter 48 Titled: Noise and Hour Limits on its Second Reading, seconded by Voss.Roll Call: Unanimous.Pegump introduced Ordinance No. 208 amending the Walford Code of Ordinances 2017 by amending Chapter 165.14 (2) Titled: Rear Yard Exceptions (2) on its Second Reading, seconded by Bergmeier. Roll Call: Unanimous. Kane introduced Ordinance No. 209 amending the Walford Code of Ordinances 2017 by amending    Chapter 45.25 Titled: Fireworks – (Adding New Subsection) (D)on its First Reading, seconded by Huber Roll Call: Unanimous.Kane moved approval of the waivement of the Second and Third Readings of Ordinance No. 209, seconded by Voss.Roll Call: Unanimous.Pegump moved approval of the Final Adoption of Ordinance No. 209, amending the Walford Code of Ordinance 2017 by adding New Subsection (D), seconded by Kane. Roll Call: Unanimous.Ordinance No. 209 Fireworks Subsection (D) limits the storage of fireworks to less than 5,000 square feet of floor space.Review of the FY 17/18 Budget Amendment expenditures.Bergmeier moved to set FY 17/18 Budget Amendment Hearing date of May 14th, 2018 seconded by Pegump. Roll Call: Unanimous.Huber moved approval of the renewal of Walford BP Cigarette/Tobacco/Nicotine/Vaper Permit, seconded by Kane. Roll Call: Unanimous.Kane moved approval of the appointments of Burke Blanchard, Paula Butz and Gary Grabe to the Planning and Zoning Commission, seconded by Voss. Roll Call: Unanimous.Other areas of discussion included, but not limited to the following: Garbage collection/recycling, sewer plant projects, sewer-garbage rates, Cowboy Church building permit, disposing of old land scaping blocks, Parks and Recreation purchase of baseball pitching machine and possible frisbee golf.Kane moved to adjourn the meeting at 8:16 p.m., seconded by Huber.
