Regular Meeting                                                                                                  Monday  January 10th, 2022                                                                                                                 

Meeting was called to order at 7:02 P.M., by Mayor Voss.

Roll Call: Carter (Attended by Zoom), Ellis, Greiner, Voss. Grimm (Attended by Zoom, Arrived in person at 7:08 p.m.).

Carter moved approval of the agenda as posted, seconded by Ellis. Roll Call: Unanimous.

Ellis moved approval of the minutes from December 13th  and December 20th , 2021 as posted and published, seconded by Greiner. Roll Call: Unanimous.

Ellis moved approval of the December 31, 2021 Treasurer’s Report, seconded by Carter.                       Roll Call: Unanimous.

Greiner moved approval of the January Expenditures, seconded by Ellis. Roll Call: Unanimous.

Deputy Leaper of the Linn County Sheriff  Department was present to give sheriff report for December 13th, 2021 through January 10th 2022. There were 22 calls for service. Report place on file.

Voss introduced Resolution No. 1-22-1 approving Pay Estimate No. 5 for Wastewater Treatment Facility Improvement Ultraviolet Disinfection Project in the amount of $13,317.10, seconded by Carter.            Roll Call: Unanimous.

City Engineer Dave Hagen was present to submit engineer report and answer questions regarding UV Wastewater construction progress. 

Wastewater Operator, Chad Sands of ION Environmental Services was present to submit monthly operations report and update on repair and installation of screener.

Discussion was held regarding adoption of Snow Emergency Ordinance. No action taken regarding Ordinance No. 222 Replacing Chapter 69, section 69.10 Titled: Snow Emergency. May address

at a later date.

City received two Commercial Property Spray Proposals for 2022.

Ellis moved to award lowest 2022 Proposal to TruGreen in the amount of $6,031.50, seconded by Voss.

Roll Call: Aye: Ellis, Greiner, Grimm, Voss. No: Carter. 

Carter moved to set Public Hearing Date of the  FY22/23 Proposed Property Tax Levy for Monday February 14th, 2022 at 7:00 p.m., seconded by Ellis. Roll Call: Unanimous.

Brief discussion regarding new Snowplow Truck purchase. Mayor formed a small committee to meet and 

discuss specifications for Council to consider at a later date.

Discussion regarding Carbon Dioxide Pipeline. Mayor attending meetings and filed opposition. Opposition letter to be drafted and sent on behalf of Walford City Council.

Park and Recreation Minutes from January 4th, 2022 were received and placed on file.

Ellis moved approval of the re-appointment of Pat Miner to the Park and Recreation Board, seconded by Grimm. Roll Call: Unanimous.

Mayor Voss appointed Council Member Matt Greiner as Mayor Pro-Tem.

Other areas of discussion included but not limited to the following: Fairfax Legion donation, new computer usage, state audit and budget workshop scheduled for Wednesday January 19th, 2022                at 6:00 p.m.

Greiner moved to adjourn the meeting at 8:04 p.m., seconded by Ellis. Roll Call: Unanimous.
