Regular Meeting                                                                                                              September 8, 2026

 

Meeting was called to order at 6:15 pm, by Mayor Randy Bauer

Roll Call: Bergmeier, Ellis, Goodwin & Jones. Greiner joined at 6:17pm.

Jones moved approval of the agenda as posted, seconded by Ellis. Roll Call: Unanimous

Ellis moved approval of the minutes from 8/18, seconded by Bergmeier. Roll Call: Unanimous

Ellis moved approval of the 8/31 Treasurers Report, seconded by Goodwin. Roll Call: Unanimous

Ellis moved approval of the September expenditures, seconded by Jones. Roll Call: Unanimous

Linn County Sheriff’s report dated 8/11-9/8 received & placed on file. There were 31 calls for service.

Sewer Delinquency report placed on file.

Chad McCleary of ION was onsite to deliver WWTP report.

V&K report was received & placed on file.

Tom Gruis from ECICOG was on-site to speak on Fringe Area Agreements.

Bergmeier moved to approve 3rd Reading of Ordinance #227 Amending the Walford Code of Ordinances 2022 Chapter 145 & adding Section 145.09 & 145.10 pertaining to Dangerous Buildings, seconded by Goodwin. Roll Call: Unanimous

Jones moved to approve Final Adoption of Ordinance #227 Amending the Walford Code of Ordinances 2022 Chapter 145 & adding Section 145.09 & 145.10 pertaining to Dangerous Buildings, seconded by Bergmeier. Roll Call: Unanimous

Ellis introduced resolution 9-26-1 approving Pay Estimate #1 for 2025 1st Ave Bridge West Side Abutment Repair, seconded by Greiner. Roll Call: Unanimous

Bergmeier introduced resolution 9-26-2 approving the Annual IDOT Road Use Tax Report for FY 25/26, seconded by Jones. Roll Call: Unanimous

Greiner introduced resolution 9-26-3 approving the State Annual Finance Report for FY 25/26, seconded by Ellis. Roll Call: Unanimous

Jones introduced resolution 9-26-4 approving the Board of Appeals Rules per Code of Ordinances Chapter 145, Section 10, seconded by Ellis. Roll Call: Unanimous

Bergmeier introduced resolution 9-26-5 approving 2021 Benton Co. Multi-Jurisdictional Local Hazard Mitigation Plan, seconded by Greiner. Roll Call: Unanimous

Ellis introduced resolution 9-26-6 approving Tax Increment Financing Obligation for Schrader Holdings L.C., seconded by Bergmeier. Roll Call: Unanimous

Bergmeier introduced resolution 9-26-7 approving FY 2028 TIF Certification, seconded by Jones. 

Roll Call: Unanimous

Ellis moved to approve Painting Estimate from Becky Gaston for $3479.00, seconded by Goodwin. 

Roll Call: Unanimous

Bergmeier moved to approve Flooring Estimate from Carpet King Carpet One for $11,541.10, seconded by Goodwin. Roll Call: Unanimous

Ellis moved to approve Crossroads Design Solid Surface quote for $42,158.88, seconded by Jones. 

Roll Call: Unanimous

Jones moved to approve Electrical Concepts quote for $3785.61, seconded by Bergmeier. 

Roll Call: Unanimous

Ellis moved to approve up to $13,000 for Restroom Partitions, seconded by Jones. Roll Call: Unanimous

Goodwin moved to accept Keith Brown’s Resignation from the Walford Planning & ZoningBoard effective immediately, seconded by Ellis. Roll Call: Unanimous

Goodwin moved to appoint Adam Schmidt to the Planning & Zoning board to fill Keith Brown’s term, seconded by Jones. Roll Call: Ellis, Goodwin, Greiner & Jones. Bergmeier abstained

Other items of discussion included but not limited to, abatement status & pending trial updates, enforcement of dangerous building ordinance, also mayor & engineer meeting with IDOT.
